And indeed it was, back when something very similar to this was possible (you used to be able to shoot anyone in a fleet with someone you were at war with, so it was possible with multiple pilots to invite someone to fleet such that one of your guys can gank him - the so-called Lofty scam).

ECM will disable all locks held by a ship that it successfully "hits", so if you successfully use ECM on a ship that's locking you, it will break the lock. Another option is Remote Sensor Dampeners, which can reduce a ship's locking range - and if the new max locking range is less than the distance to you, the lock will also break.
RSDs are often preferred for this use by ships operating at longer ranges (e.g. Stealth Bombers, which typically engage at 50km+) since their effects are guaranteed*, while ECM is entirely chance based. However, ECM will disable locks if it works regardless of the range, while reducing a ship's locking range from 80km to 35km does little good if you're operating 15km away.
Mind you, it should be noted that both of these are considered offensive actions, and if you don't have the rights to attack the guy will result in you getting CONCORDed in highsec, or getting a GCC (and sentry fire) in lowsec. If someone "broke" your lock in highsec without aggressing you, it was probably simply that they flew out of your (unmodified) maximum lock range.
(By the way, ECCM is a module that increases your own sensor strength in order to improve your "ECM resistance", as opposed to ECM itself which is an offensive module used against other ships.)
* So long as you're within the optimal range of the RSDs; beyond that they suffer the same "might not hit" mechanics in falloff as weapons
